Created the Character Managment Feature (#5482)
Currently it only has the verb @naudit, but it may have more in the future. @naudit is a handy
@auditting tool for checking your objects quota.
To add it, simply type @addfeature #5482
As usual, report any bugs and tracebacs as soon as possible.
