If it was one bug that constantly was making OOC_FIX needed, then yes, it would be easier to fix
 the problem. OOC Fix fixes -every- bug that goes wrong with spellcasting. It's a terrible hack,
 but one that in the height of spellcasters fighting each other, allowed the game to proceed
 without having to find someone with wiz perms to fix you.

Some in shorter terms, OOC fix isn't for some specific bug that we can't fix (no such animal).
 Instead, it's for -any- bug that may hit the spell system.
